Performative CRR: How to Turn Impacts Into Outcomes
Tuesday, May 13, 2025
3:30 PM – 4:30 PM MST
Location: Cira A
Objectives: Differentiate between community risk reduction activities, community relations activities, and public information activities. Define and apply the concepts of impact, output, and outcome related to CRR initiatives Analyze and evaluate CRR initiatives to determine impacts, outputs, and outcome influences Develop and synthesize localized strategies to measure causal outcome changes
• Outline • Define CRR per 1300 • Establishing relevance: • Citizens, elected officials, and senior leadership are always asking CRR to prove value. This is difficult in organizations where CRR initiatives are largely performative. Transitioning to outcome measurement enhances the ability to secure staff, funding, and longevity for the programs. Additionally, quantifying the value of public sentiment adds further to the utility of CRR programs. • Defining objectives • Is it intended to reduce risk, enhance reputation, or communicate information (CRR, PR, PIO)? We will establish a mental map for identifying activities, resource allocation, and performance measurements based on program objectives. • Differentiate between impact evaluation and outcome evaluation • Impact - You changed the environment. • Outcome - You changed the outcome for the end user. • https://strategicfire.org/crr/crr-an-overview/#impactmeasurement • Discuss "performative". • Are we just showing off to the community? Are CRR professionals targeting their bosses with their programs? Who is the end user? • Game. Performative or effective? • Example: Fire alarm installations • Example: Station tours • Example: CPR Classes • Example: Car seat installations • Example: Elementary fire education • Example: Fire truck show and tell • The data: how do you measure something that doesn't happen? • Using an example case study, we will demonstrate and apply the mathematical process of using data over time to show a statistically significant change in outcomes on an issue.
Learning Objectives:
Analyze and evaluate CRR initiatives to determine impacts, outputs, and outcome influences
Develop and synthesize localized strategies to measure causal outcome changes
